EUDR country risk list

The EUDR sorts every country into one of three risk tiers. That tier decides how much due diligence you do and how often authorities check you. Search for a country below to see its tier and what it means for you.

The short version

Only four countries are high risk: Belarus, Myanmar, North Korea and Russia. Around 140 are low risk, including all EU Member States, the UK, the US, Canada, China, Australia and others. Every other country, including major producers like Brazil, Indonesia and Malaysia, is standard risk by default.

Low risk

Simplified due diligence

You still collect the information (including geolocation) and confirm there is no more than negligible risk, but you are not required to run the full risk assessment and mitigation steps. Authorities check at least 1% of operators.

Standard risk

Full due diligence

The complete process: collect information, assess the risk, and reduce it until it is negligible before you place the product on the market. This is the default tier for any country not on the low or high list. Authorities check at least 3% of operators.

High risk

Full due diligence, enhanced scrutiny

The full process plus enhanced scrutiny, and the highest inspection rate. Authorities check at least 9% of operators and 9% of the volume placed on the market.

This page shows a representative selection of countries, not the full list. The first benchmarking review is scheduled for 2026, so tiers can change. Most importantly: standard risk is the default for any country that is not on the official low-risk or high-risk list. If a country is not shown here, treat it as standard risk and confirm against the official source before you rely on it.
